29 CFR  1910.176(b):Secure storage. Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse.  a.  On or about May 5, 2021, the employer did not provide secure storage of tires so as not to create a hazard.  The tires were not stacked in a stable secure manner to prevent sliding or collapse.

29 CFR  1910.253(b)(4)(iii): Oxygen cylinders in storage shall be separated from fuel-gas cylinders or combustible materials (especially oil or grease), a minimum distance of 20 feet (6.1 m) or by a noncombustible barrier at least 5 feet (1.5 m) high having a fire-resistance rating of at least one-half hour.    a.  On or about May 5, 2021, in the back of the facility,  two oxygen cylinders were not separated from the 2 acetylene fuel-gas cylinders by a minimum distance of 20 feet or by a noncombustible barrier at least 5 feet high having a fire-resistance rating of at least one-half hour.

29 CFR  1910.253(b)(2)(ii): Inside of buildings, cylinders shall be stored in a well-protected, well-ventilated, dry location, at least 20 (6.1 m) feet from highly combustible materials such as oil or excelsior. Cylinders should be stored in definitely assigned places away from elevators, stairs, or gangways. Assigned storage spaces shall be located where cylinders will not be knocked over or damaged by passing or falling objects, or subject to tampering by unauthorized persons. Cylinders shall not be kept in unventilated enclosures such as lockers and cupboards.    a.  On or about May 5, 2021, in the back of the facility, two acetylene cylinders and two oxygen cylinders were unsecured and stored near tires located on unstable modified pallets and not located where cylinders would not be knocked over or damaged by passing or falling objects.  Monro Inc., was previously cited for a  Serious violation of this Occupational Safety and Health Standard 29 CFR 1910.253(b)(2)(ii), which was contained in OSHA inspection number 1366035 citation number 1, item number 1 and was affirmed as a final order on 02-07-2019, with respect to a workplace located at 2227 Delaware Avenue, Buffalo, NY 14214.
