29 CFR  1910.23(c)(4): The employer did not ensure that ladders are used only on stable and level surfaces unless they are secured or stabilized to prevent accidental displacement.  Location - Tannery II Apartments - 12 Crowninshield Street, Peabody, MA 01960  On or about 5/13/2021, a ladder used to cut down a tree branch was used on unstable ground, and exposed employees to fall hazards.
