29 CFR  1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffolds, structure, personnel hoist, or similar surface was not used.  Cross-braces were used as a means of access.  On or about May 25, 2021, on the southwest side of the project site; employees were ascending/descending the scaffolding utilizing the cross braces while performing masonry work on the exterior of the building at heights greater than ten (10) feet.

On or about May 25, 2021, on the southwest side of the project site, employees performing masonry work on the ground, and under the scaffold, on the outside of the building. Employees were not protected from falling objects by toeboards or nets.
