29 CFR  1926.1053(b)(13):The top or top step of a stepladder was used as a step:  (a) Alejandro Estrada Construction at 17362 Birds Foot Trail Parker, CO 80134: On or before 6/11/21 the employer did not protect employees from injury in that employees used the top and top step of a step ladder when accessing the second level of a two story single family home. Employees were observed climbing down onto the ladder by dangling approximately 3 feet down from the 2nd story floor. This condition exposed employees to a fall hazard of approximately 10 feet.  Abatement Note: Abatement Certification is required for this item. See enclosed "Certification of Corrective Actions Worksheet."
