29 CFR 1926.50(c): A person who has a valid certificate in first-aid training was not available at the worksite to render first-aid: a) Worksite: Employees were working in an area (barge on the Cape Fear River) which was not reasonably accessible to medical personnel as It would take over 15 minutes for injured employees to be treated. The employer had not ensured that a person with a first aid certificate was available onsite to render aid.

29 CFR 1926.605(d)(2): The employer did not ensure that there was in the vicinity of each barge in use at least one U.S. Coast Guard-approved 30-inch life ring with not less than 90 feet of line attached. a) Worksite: Employees working from a barge in the Cape Fear River which had a life ring (AKA life buoy) which was not equipped with a rope of at least 90 feet in length.
