29 CFR OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees from struck by hazards while working with pressurized pipe: a) Natural Gas line construction site, 2900 block of Susquehanna Rd. - Employees were exposed to struck by hazards while installing a natural gas line that was required to be capped and pressurized overnight , then cut each morning to continue the installation. Among other feasible means of abatement would be to a) Comply with PECO procedure GO-PE-1024, 4.7.10.1 and verify pressure is released before making a cut or removing the end cap. b) Implement written Hazardous Energy Control (HEC) procedures that are compliant with ANSI/ASSP Z244.1-2016 (R2020) that include, but are not limited to, notification of personnel, controlling stored energy, and verification of de-energization.
