29 CFR  1926.1053(b)(4):Ladders shall be used only for the purpose for which they were designed.  a. Located at 176 Preserve Drive in Pickerington, Ohio: On or about July 8, 2021, an employee was using a six foot fiberglass step ladder to perform framing work that was in the closed position and leaned against a 2x4 wall brace. The ladder was not designed to be used as a non-self supporting ladder, thereby exposing the employee to a fall hazard.

29 CFR  1926.20(b)(1):It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  a. Located at 176 Preserve Drive in Pickerington, Ohio: On or about July 8, 2021, the employer did not maintain an effective safety and health program to ensure that hazards were identified and corrected onsite while employees performed framing work.   Raymond Cortes was previously cited for a repeat violation of this Occupational Safety and Health standard 29 CFR 1926.20(b)(1) which was contained in OSHA inspection number 1476953, citation number 2, item number 1 and was affirmed as a final order on 09/23/2020, with respect to a workplace located at 250 Faulkner Drive, Lithopolis, Ohio 43136.  Raymundo Cortes Munguia Aka Raymond Cortes was previously cited for a repeat violation of this Occupational Safety and Health standard 29 CFR 1926.20(b)(1) which was contained in OSHA inspection number 1378639, citation number 1, item number 1a and was affirmed as a final order on 04/25/2019, with respect to a workplace located at Lot 49, 704 Salisbury Street, Pickerington, Ohio 43147. Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a.
