29 CFR  1926.451(e)(9)(iv):Cross braces on tubular welded frame scaffolds were used as a means of access or egress.  a)  Afton Central School District Bus Garage Project, Route 7, Afton, NY:  On or about 7/14/21, workers were performing overhand block work from a tubular welded framed scaffold, approximately 6 feet from ground without a means of access to that scaffold platform.  All workers used the frame to climb onto and off of the scaffold.

29 CFR  1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.  a)  Afton Central School District Bus Garage Project, Route 7, Afton, NY:  On or about 7/14/21, workers were performing overhand block work from scaffolding, approximately 10.5 feet from ground where fall protection was not provided in a gap between a hydro-mobile scaffold and a tubular welded frame scaffold.  Plank was supported between the two different scaffold systems.  Access and egress was not provided for workers using the scaffolds, workers were observed climbing the framing.  Both conditions existed under the supervision and direction of the site foreman.  Abatement certification is required for this item.
