29 CFR  1926.754(b)(2):  At no time shall there be more than four floors or 48 feet (14.6 m), whichever is less, of unfinished bolting or welding above the foundation or uppermost permanently secured floor, except where the structural integrity is maintained as a result of the design.  (a) Location:  55 Newbury Street, Peabody, MA  On or about 7/14/2021, the employer had erected up to the seventh floor that was at an elevation of about 62'-10" above grade and was in the process of setting roof beams at an elevation of 73'-6" above grade. The employer did not ensure that the four floors or 48 feet below the erection work had no unfinished bolting.  Structural steel floor joist (beams) from the second floor up to the roof deck had connections that had not been fully bolted (only 2 shear studs placed for floor framing beams @ perimeter).  This exposed employees to struck by hazards and their associated injuries in the event a potential collapse from a structural failure where there was unfinished bolting.
