29 CFR  1910.23(b)(13):Employees were carrying an object or load that could cause the employee to lose balance and falling hazard while climbing up or down the ladder:  (a)	On or about July 2, 2021, for an employee who was injured from a fall of approximately 7 feet while standing on the fixed ladder of a Rig Work Inc., model 104-245 work over rig lowering the mast. After unscrewing the mast locking bolt the employee then attempted to throw a steel cable over an L hook to prevent the cable from being pinched during mast lowering. This motion created a mechanical load for the employee on the ladder causing him to lose his balance and fall at or near Well site LILLIBRIDGE 20-17-8H in Watford City, North Dakota.
