29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking, and securing machines or equipment to control hazardous energy had not been put into place. On or about July 27, 2021, the employee engaged in a pipefitting task that was in the same processing line of "green Liquor" (a caustic superheated) chemical without having specific procedural steps for shutting down, isolating, or blocking the line to control the hazard.
