The employees were not trained on how to recognize, evaluate, and mitigate hazards Condition was observed on or about August 10, 2021.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) Jobsite located at 2001 Beach Street, Philadelphia, PA- The employer did not ensure that employees were utilizing fall protection. Employees were engaged in framing activities along the inside of the residential building approximately 10 feet above the ground level, thus exposing the employees to fall hazards. Condition was observed on or about August 10, 2021.
