29 CFR 1910.332(b)(3): Qualified persons (i.e. those permitted to work on or near exposed energized parts) were not, at a minimum, trained in and familiar with the following: (i) The skills and techniques necessary to distinguish exposed live parts from other parts of electric equipment, (ii) The skills and techniques necessary to determine the nominal voltage of exposed live parts, and (iii) The clearance distances specified in 1910.333(c) and the corresponding voltages to which the qualified person will be exposed.    a)	Norfolk International Terminal: On or about 08/20/2021, the employer did not ensure that employees required to deenergize the  Automated Stacking Crane  at the six-way were properly trained.    Note 1: For the purposes of 1910.331 through 1910.335, a person must have the training required by paragraph (b)(3) of this section in order to be considered a qualified person.   Note 2: Qualified persons whose work on energized equipment involves either direct contact or contact by means of tools or materials must also have the training needed to meet 1910.333(C)(2).  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.333(c)(2): The employer did not ensure that only qualified persons were working on energized circuits and that qualified persons were familiar with the proper use of special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools:   a)	Norfolk International Terminal: On or about 08/20/2021, the employer did not ensure employees required to secure and test components to the Automated Stacking Cranes were familiar with the proper personal protective equipment.   Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.335(a)(1): Employees working in areas where there were potential electrical hazards were not provided with, and/or did not use, electrical protective equipment that was appropriate for the specific parts of the body to be protected and for the work to be performed:  a)  Norfolk International Terminal: On or about 08/20/2021,  employees used a Class 0, Type 1 1000v rubber insulated gloves to secure breakers that feed 13.2k volts to the Automated Stacking Crane.   b)  Norfolk International Terminal: On or about 08/20/2021, employees used a Class 0, Type 1 1000v rubber insulated gloves to verify power was secure at the sectionizer where there was a potential voltage of 13.2k volts.   Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
