29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  (a) KB Home Colorado Inc. DBA KB Homes Inc., 1083 Anker Drive, Erie, CO 80516: On August 30, 2021: the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the job-site, materials, and equipment. Three subcontractor employees sheeting on the second level worked near the edge of the building without utilizing a fall protection system.  This condition exposed subcontractor employees to a fall hazard of approximately 20 feet to the basement.   (b) KB Home Colorado Inc. DBA KB Homes Inc., 1083 Anker Drive, Erie, CO 80516: On August 30, 2021: the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the job-site, materials, and equipment. Three subcontractor employees sheeting on the second level worked near the edge of the building without utilizing a fall protection system.  This condition exposed subcontractor employees to a fall hazard of approximately 10 feet to the first level.   (c) KB Home Colorado Inc. DBA KB Homes Inc., 1083 Anker Drive, Erie, CO 80516: On August 30, 2021: the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the job-site, materials, and equipment. Three subcontractor employees sheeting on the second level worked near the edge of the building without utilizing a fall protection system.  A subcontractor employee fell approximately 20 feet to the basement. This condition resulted in the subcontractor employee sustaining a fractured neck, and a fractured wrist.
