29 CFR  1910.1200(e)(1):  The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  MCAS BEQ Project: Buildings 5697/5698:  Employees used Pro-Industrial DTM Acrylic Semi-Gloss paint which contained silica while painting BEQ rooms.  A copy of the employer's written hazard communication program was not maintained at the jobsite.  Employees were exposed to skin and respiratory irritants.

29 CFR  1910.134(c)(1):  A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use: (Construction Reference 1926.103)  MCAS BEQ Project: Buildings 5697/5698:  Employees conducted painting, patching, sanding and cleaning operations which generated mists and dusts that contained silica. The employees were required to wear a 3M N95 Particulate Respirator, 8511, respirator.  The employer did not have a worksite specific written respiratory protection program implemented for required respirator. The employees were exposed to hazards that could exacerbate underlying medical conditions.
