29 CFR 1926.100(a):Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns. On or about September 16, 2021, and at times prior thereto, employees were engaged in plumbing installation on a three story construction site. The employees were working below other construction workers that were using hand tools and other construction material with out the use of a hard hat, exposing them to a struck by hazards by tools or materials falling from a higher level.
