Purging of Piping, Valves,  or Components of the employer's Guidelines for Handling Anhydrous Ammonia failed to clearly identify all of the specific steps to be followed by employees to isolate RP-1 and surrounding piping, relieve hazardous residual chemical energy in RP-1 and surrounding piping, and verify the effectiveness of the energy control measures of RP-1 and surrounding piping in order to safely de-energize RP-1 and control the hazardous chemical energy exposing employees to a release of anhydrous ammonia while attempting to remove RP-1 from the refrigeration system.
