29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge, as required by 29 CFR 1960.8(b): a) Main Exchange exterior garden area: On or about October 5, 2021, and at times prior, employees were exposed to evacuation delays while two separate exit discharge gates were secured with secondary latches holding the gates in the closed position after activating the 'panic bar' release mechanism.

29 CFR 1910.37(b)(4): Signs were not posted along the exit access indicating the direction of travel to the nearest exit and exit discharge when the direction of travel to the exit or exit discharge was not immediately apparent, as required by 29 CFR 1960.8(b): a) Main Store Stock room: On or about October 5, 2021, and at times prior, employees were exposed to excessive evacuation delays due to confusing directional indicators on EXIT signs directed evacuees to walls, shelves, and in circles where no exit door was present. b) Exterior garden area: On or about October 5, 2021, and at times prior, employees were exposed to excessive evacuation delays due to a confusing directional indicator on EXIT signs attached to an exit discharge gate with an arrow directing evacuees away from an operational exit to another exit approximately 50 feet away. c) Outdoor Living Department: On or about October 5, 2021, and at times prior, employees were exposed to excessive evacuation delays due to an improperly placed EXIT sign, in that the sign was installed on the interior of the department directing evacuees to more remote exit routes and discharge doors. d) Main Retail near Outdoor Living Department: On or about October 5, 2021, and at times prior, employees were exposed to excessive evacuation delays due to a missing EXIT sign above the entrance to the Outdoor Living retail area resulting in evacuees traveling greater distances to locate an exit discharge.
