29 CFR  1926.1053(b)(13): The top or step of a stepladder was used as a step.  On or about October 5, 2021, on the west side of the construction site, employees used the top step and step below the top step of A-frame ladders to install plumbing material inside the second level of the residential home exposing the employees to 6 feet fall hazards.
