Construction areas, ramps, runways, corridors, offices, shops, and storage areas shall be lighted to not less than the minimum illumination intensities listed in Table D-3 while any work is in progress: Location: Stairway A The employer did not take foot candle illumination measurements to determine whether or not the uncovered Stairwell A, which was exposed to natural light during hours of work, was adequately lighted at the third and fourth floors, while subcontractor employees worked on the stairway above the fourth floor.

29 CFR 1926.760(a)(1):Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. Location: Stairway A The employer did not ensure that subcontractor employees working in Stairway A were protected against falls.
