29 CFR  1926.453(b)(2)(v):A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift: Note:  As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.  The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated.   23142 US HWY 281N: On or about  October 13, 2021, an employee was exposed to a fall hazard to the ground level below while installing the decking on a residential construction from the basket of a JLG 600AJ telescopic boom lift without using fall protection.

29 CFR  1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b).  23142 US HWY 281N: On or about  October 13, 2021, and at times prior thereto, an employee was exposed to a fall hazard greater than 6 feet while installing the decking on a residential construction site without fall protection.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee who might be exposed to fall hazards:   23142 US HWY 281N: On or about  October 13, 2021, and at times prior thereto, employees were exposed to fall hazards greater than six feet when installing the decking for a residential construction site without fall hazard recognition.  Edwin Bautista Redondo was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.503(a)(1), which was contained in OSHA inspection number #1542101, citation number 1,  item number 2,  and was affirmed as a final order on 9/22/2021, with respect to a workplace located at 4130 Cibolo Canyon, San Antonio, Texas 78257.
