29 CFR 1926.28(a): The employer is responsible for requiring the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions or where this part indicates the need for using such equipment to reduce the hazards to the employees. At the site - On or about 10/13/2021 and at times prior to, employees not wearing gloves, were exposed to skin injuries such as irritation, cuts and burns while shooting and finishing wet concrete that contained Portland Cement.

29 CFR 1926.51(f)(1):The employer did not provide adequate washing facilities for employees engaged in the application of paints, coatings, herbicides, or insecticides, or in other operations where contaminants may be harmful to employees. Such facilities were not in near proximity to the worksite and were not equipped as to enable employees to remove such substances: a) At the site - On or about 10/13/2021 and at times prior to, employees without hand protection, were not provided facilities with clean water, non-alkaline soap, and clean towels while shooting wet concrete containing Portland Cement onto rebar forms.
