29 CFR  1910.29(b)(14):29 CFR 1910.29(b)(14): The employer did not ensure that guardrail systems on ramps and runways are installed along each unprotected side or edge.  Finish Area: On or about October 21, 2021, the employer had a ramp going from the Loading Dock Area to the Finish Area that was approximately four and one half feet high, with a top rail of 32 inches and no mid-rail.

29 CFR  1910.36(d)(3):An exit route door may be locked from the inside only in mental, penal, or correctional facilities and then only if supervisory personnel are continuously on duty and the employer has a plan to remove occupants from the facility during an emergency.  On or about October 21, 2021, there were two instances of locked exits while the building was occupied.   a) Loading Dock: A door marked as an exit was locked at the top of the door with a surface bolt sliding style lock. b) Finish Area: A set of double doors marked as an exit was found to be locked on both sides of the doors with sliding style locks.

29 CFR  1910.303(g)(1)(ii):The required working space about electric equipment rated 600 volts, nominal, or less to ground, was used for storage:  On or about October 21, 2021, electrical panels and disconnect switches were blocked in six different areas of the facility.   a) Receiving Area: A General Electric, electrical panel was blocked by the storage of two large step ladders. b) Line Boring Area: A disconnect switch labeled, Shop PNL CIR. # 16, 18, 20, 240 VAC was blocked by a boring machine. c) Loading Dock Area: A disconnect switch labeled,  Shop Sub Panel CIR.  # 13, 15, 17 was blocked by a large compressor and two dock plates. d) Finish Area: An electrical panel labeled FED FROM 18 CIR SHOP PNL CIR # 14, 16, 18 was blocked by an installed tabled directly in front of it.  e) Finish Area: Two disconnect switched were blocked by an installed table housing two Blum mini-press boring machines.  f) Corian Department: An electrical panel labeled, 1-B, in proximity to the entry from the Finish Area was blocked by countertops and sink materials.

29 CFR  1910.1200(e)(1):The employer did not develop, implement and maintain at the workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met:  On or about October 21, 2021, the employer did not have a written hazard communication program. Hazardous materials to which employees were exposed included; flammables, corrosives, adhesives, solvents, and paint thinners.
