29 CFR 1926.651(b)(3):When excavation operations approached the estimated location of underground installations, the exact location of the installations was not determined by safe and acceptable means: a) On or about 10/11/2021, at a road construction project located near 1099 East Main Street, Rochester, New York; an employee was operating an excavator to dig the road base to the specified grade. While excavating near an 8 inch natural gas main, the operator struck a service tee on the main causing a leak of natural gas. The operator was "scratching" along and against the gas line to excavate to grade. The equipment in use was not compatible with working immediately next to a live gas line. ABATEMENT CERTIFICATION REQUIRED
