Residue generated from months of overspray accumulated in excess of one eighth of an inch on the conduit and fan shrouding. This condition exposed employees to fire and explosion hazards.

29 CFR 1910.134(c)(1):  A written respiratory protection program with worksite specific procedures, as specified in subparagraphs (c)(1)(i) through (ix) of this section, was not established and implemented where respirator(s) were necessary to protect the health of the employee or whenever respirator(s) were required by the employer:   (a) Delta Cabinet Company, Inc., at 696 Industrial Blvd., Delta, CO 81416:  On and before November 4, 2021, the employer did not have a written respiratory protection program with worksite specific procedures, as specified in subparagraphs (c)(1)(i) through (ix) of this section. The program was not established and implemented whenever respirators were required by the employer, in that the employer required the use of a cartridge style, tight fitting, half-mask, filtering face piece respirator, during spray finishing operations. This hazard exposed employees to chemical hazards.  Abatement Note:  The employer shall include in the program the following provisions of this section, as applicable:  1.	Procedures for selecting respirators for use in the workplace; 2.	Medical evaluations of employees required to use respirators; 3.	Fit testing procedures for tight-fitting respirators; 4.	Procedures for proper use of respirators in routine and reasonably foreseeable emergency situations; 5.	Procedures and schedules for cleaning, disinfecting, storing, inspecting, repairing, discarding, and otherwise maintaining respirators; 6.	Procedures to ensure adequate air quality, quantity, and flow of breathing air for atmosphere-supplying respirators; 7.	Training of employees in the respiratory hazards to which they are potentially exposed during routine and emergency situations;  8.	Training of employees in the proper use of respirators, including putting on and removing them, any limitations on their use, and their maintenance; and 9.	Procedures for regularly evaluating the effectiveness of the program.

This condition exposed the employees to struck-by and laceration hazards.  (b)	Delta Cabinet Company, Inc., at 696 Industrial Blvd., Delta, CO 81416:  On and before November 4, 2021, the employer did not ensure that machine guarding was provided to protect operators and other employees from hazards created by point of operation and rotating parts, in that the Brandt KBS 440 edge bander rear panel's safety interlock system was manually overridden so that the machine would operate with the cover open exposing employees to hazards such as guillotine blades, rollers, and other mechanical moving parts. This condition exposed the employees to crushing, laceration, and amputation hazards.  (c)	Delta Cabinet Company, Inc., at 696 Industrial Blvd., Delta, CO 81416:  On and before November 4, 2021, the employer did not ensure that machine guarding was provided to protect operators and other employees from hazards created by point of operation and rotating parts, in that the Wienig Quattromat 23P  cover's safety interlock system was broken and machine still operated with the cover open exposing employees to hazards such as cutting blades, rollers, and other mechanical moving parts. This condition exposed the employees to crushing, laceration, and amputation hazards.  (d)	Delta Cabinet Company, Inc., at 696 Industrial Blvd., Delta, CO 81416:  On and before November 4, 2021, the employer did not ensure that machine guarding was provided to protect operators and other employees from hazards created by point of operation, in that the Miter saw table exposed employees to the rotating 16 inch saw blade due to its unguarded point of operation.
