Employees had removed the old shingles and starting to install the roofing felt on a roof.  The pitch of the roof was 8:12 and 10:12 with a height of approximately 11-18 feet above a lower level.  Employees were not utilizing approved guardrail systems, a safety net system, or a personal fall arrest system.    Gonzalez Roofing, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1394807, citation number 1, item number 2 and was affirmed as a final order on 10/14/2019, with respect to a workplace located at 82 Kaestner Drive, Dupo, IL.
