29 CFR  1926.100(a):Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:  a)  148 Andrews Street, Massena, NY  13662, on or about 11/30/21:  A ground person was working underneath a person working from an aerial lift, who was stripping roofing material off the the roof surface and pushing it down onto the ground below.  The ground person was not wearing a hardhat.
