29 CFR 1926.1418: The operator did not have the authority to stop and refuse to handle loads until a qualified person has determined that safety has been assured. On or about, December 2, 2021, and at times prior thereto, a crane operator reported that tower crane 2 was able to lift loads over its rated capacity, but the crane was not taken out of service, exposing employees to the hazards associated with crane collapse.
