29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section: (a) at Chelsea Park Subdivision, Carnaby Street, Lot 227, on December 7, 2021 workers observed performing siding installation activities from the pumpjack scaffold were exposed to approximately 12-foot, eight inch fall hazards where they were not connected.

29 CFR 1926.503(a)(2)(iii):The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of personal fall protection: a) At Chelsea Park Subdivision, Carnaby Street, Lot 227, Winder, Georgia, on or about December 7, 2022 a day laborer, observed performing siding operations without being connected was exposed to fall hazards where the employer did not provide training in the use of the personal fall protection provided.
