29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about 12/14/2021, in Lowell, Arkansas in the Wood Creek Loop subdivision in the following instances: a) 603 Wood Creek where the framer's ladder extended approximately 6 inches above the deck of the second level; b) 607 Wood Creek where the roofer's ladder extended approximately 6 inches above the roof's edge. This condition exposed the employees to the hazard of falling from the structures or ladders as they dismounted or mounted the ladders.
