29 CFR 1910.37(a)(4):Safeguards designed to protect employees during an emergency (e.g., sprinkler systems, alarm systems, fire doors, exit lighting) are not in proper working order at all times. A) During a fire drill, it was noted that the fire alarms for the facility were not in proper working order, nor was the emergency fire sprinkler system. At the time of inspection, the fire alarms were not in proper working order and the employer did not provide a date by which they would be repaired. The employer's emergency action plan instructed employees to evacuate the building in case of a fire. However, if the alarm system is not working properly, then evacuation while the fire is in its early stage can be delayed or fail to occur. Without a working fire sprinkler system there would be no suppression of the fire while an evacuation took place.
