Condition noted on December 28, 2021.   b) Jobsite located at 2508 E Cumberland St, Philadelphia, PA: Employees were performing exterior framing work while standing on a stepladder at the unprotected edge of the 3rd floor framed structure while not utilizing a fall protection system, thereby exposing employees to 20-foot fall hazards.
