29 CFR 1926.451(b)(2): Except as provided in paragraphs (b)(2)(i) and (b)(2)(ii) of this section, each scaffolding platform and/or walkway was not at least 18 inches (46 cm) wide, guardrail was used as a platform. On or about January 6, 2022, employees were performing fencing work on the north side of the construction site while standing on the mid-rail of a scaffold platform supported by a rough terrain forklift.
