On 1/10/2022, the sub-contractor employees were installing roofing material located at Lot 450 Austin Dr, located in Herculaneum, MO.  The owner was not at the site and did not delegate a competent person to identify hazards on the jobsite. The following violative conditions existed at the time of the inspection:  a)	An Employee was using a ladder improperly to access the roof.  The ladder was not extended to three feet beyond the landing or edge of the roof.  Employee was carrying rolls of roofing felt paper up the ladder, which could have caused them to loose balance and fall.  b)	Employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system.
