29 CFR  1926.100(a):Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:  Worksite located at 19700 E. 39th Place S., Building #3, Independence, Missouri- Employees were exposed to overhead hazards while walking on stilts and having to duck in and out from doorways in which the employee could strike his head. Employee was also observed working and walking under the elevated employee and was also not wearing a hard hat.

29 CFR  1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  Worksite located at 19700 E. 39th Place S., Building #3, Independence, Missouri- Employees were observed working and walking on a 3rd story deck in which the employees were not protected from falling by the use of any means of fall protection.
