29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step. On or about January 25, 2022, employees on the northwest and the northeast side of the site were working off of ladders while using the top step or the top cap as a functional step. A. On the northeast side an employee was painting from the top step of a Werner self-supporting ladder. B. On the Southeast side an employee was sitting/straddling the top cap of a self-supporting ladder while installing sheeting to the bottom portion of the roof overhang.
