29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At 4099 Orange Beach Boulevard, City Hall, Orange Beach, Alabama: On February 8, 2022, the employer allowed his employees to use extension ladders on site and the rails of the ladders did not extend three feet above the roof landing to provide safe access, exposing his employees to a fall hazard of 13 feet 2 inches to the ground below.
