The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated. On or about February 15, 2022, at the inspection site, employees conducted communication line activities from a bucket truck without fall protection and were exposed to falls.

29 CFR 1926.453(b)(2)(viii): 29 CFR 1926.453(b)(2)(viii): An aerial lift truck was moved when the boom was elevated in a working position with men in the basket and was not specifically designed for this type of operation in accordance with the provisions of paragraphs (a)(1) and (2) of this section. On or about February 15, 2022, at the inspection site, employees conducted communication line activities from a bucket truck and rode in the bucket as the truck was moved and were exposed to falls.
