1926.28(a) The employer is responsible for requiring the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions or where this part indicates the need for using such equipment to reduce the hazards to the employees. Vicinity of Lebanon Ave and Clay Street, Belleville, IL: On or about March 9, 2022, the employer failed to require wearing appropriate personal protective equipment where an employee was exposed to being struck by automobile traffic while conducting lateral boring operations.

1926.200(g)(1) At points of hazard, construction areas shall be posted with legible traffic control signs and protected by traffic control devices. On or about 3/9/2022, the employer did not ensure that traffic control signs were posted in the construction area. Employees were exposed to vehicle struck-by hazards when the public roadway was restricted.
