29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed: a) US Dept. of Veteran Affairs, National Cemetery Administration, Parameter Metal Fence: On or about 03/14/2022, and at times prior to, the employer exposed employees to impalement & fall hazard, in that painters were using a portable 6 ft. step ladder installed in a closed position and leaning against the spiked top iron fence fence.
