Mezzanine - The top edge of the top guard rail along the back of the mezzanine facing the rear door was 36 ?" in height, exposing the employees to a fall height of 7 feet 7 inches.

29 CFR 1910.29(b)(2):29 CFR 1910.29(b)(2): The employer did not ensure that guardrail systems met the requirement that midrails, screens, mesh, intermediate vertical members, solid panels, or equivalent intermediate members that are installed between the walking-working surface and the top edge of the guardrail system as follows when there is not a wall or parapet that is at least 21 inches (53 cm) high. Mezzanine - Midrails on the guard rail systems were not installed at the Unloading and Receiving areas of the mezzanine. Employees were exposed to a fall height of 7 feet 7 inches to the ground below at the following: Instance A - Receiving & Unloading area to the right looking at the back door from the mezzanine. Instance B - Receiving & Unloading area to the left looking at the back door from the mezzanine.

29 CFR 1910.29(b)(3):29 CFR 1910.29(b)(3): The employer did not ensure that guardrail systems are capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied in a downward or outward direction within 2 inches (5 cm) of the top edge, at any point along the top rail. Mezzanine - The guardrail above the sorting area was extremely loose and without failure would not be able to support at least 200 pounds of outward force to prevent an employee from falling to the ground below.
