Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR  1910.28(b)(1)(i):  Except as provided elsewhere in this section 29 CFR 1910.28, the employer did not ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the systems described in 29 CFR 1910.28(b)(1)(i).  a) On or about March 15, 2022, at the previously addressed work site, employees access the surface at the top of the trailer in addition to the platform located at the top front of trailer when loading bulk or feed into the trailers.   The areas are greater than four feet above the lower levels. The trailer had collapsible guardrails on one side of the trailer.  The platform did not have guardrails.  Employees were not protected from falls greater than four feet to the lower levels at the platform and sides of trailer without the guardrails.  Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
