This condition exposed employees to injuries associated with a deflagration event of a Division 1.3 explosive blend.  (b)	On April 6, 2022, an employee in the Energetics Loading Room (ELR) was loading a Division 1.3 explosive blend, TBK Initiation Powder, into a BBU-48 Dual Impulse Cartridge.  The employee was clearing the funnel that is used to load the explosive blend into the Dual Impulse Cartridge when a glancing blow between the handheld tool and funnel caused a deflagration event. This condition led to an employee sustaining second and third degree burns of the hands and arms.
