29 CFR  1910.178(o)(1):  Only stable or safely arranged loads shall be handled. Caution shall be exercised when handling off-center loads which cannot be centered.   a.  On or about  April 14, 2022 and times prior thereto, the employer did not ensure that the power industrial vehicles were operated safely throughout the warehouse with stable loads when the power industrial vehicle such as, but not limited to the Toyota, Model 8FGCU25, S/N 68806 Forklift, was  used to push other disabled forklifts to the propane storage area.  The employees were exposed to struck-by and/or impalement hazards as a result.
