29 CFR  1915.34(c)(3)(ii):Abrasive blasters working in the open were not protected by hoods and air line respirators, or by air helmets of a positive pressure type in accordance with the requirements of 29 CFR 1915 Subpart I except when synthetic abrasive containing less than one percent free silica are used, filter type respirators approved jointly by the national institute for occupational safety and health and the mine safety and health administration for exposure to lead dusts, used in conjunction with the proper eye, face, and head protection, may be used in accordance with subpart I of 29 CFR 1915.  a) Worksite: Blasters were in an open area wet blasting barnacles off the hulls of fiberglass boats, were using Mil-Spec fine recycled glass abrasive and were not using proper respiratory protection. Employees were using 3M- 1/2 mask elastomeric respirator with unknown cartridges'.

29 CFR  1910.1200(e)(1):Employer had not developed or implemented a written hazard communication program which at included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): (Maritime Reference: 1915.1200) :  a) Worksite: The employer did not establish and maintain a hazard communication program that explained the hazards associated with exposure to chemical products such as, but not limited to Mil-Spec fine glass abrasives for wet blasting. The employer had no SDS on site, nor were any employees trained under the hazard communication program.  ABATEMENT CERTIFICATION REQUIRED
