OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees by exposing employees to struck-by hazards.  The employer failed to protect employees from struck-by hazards. This was most recently documented on or about May 12, 2022 at Bombardier-Learjet, located at 1 Learjet Way Wichita, Kansas. In the parts scrapping area, employees were exposed to struck-by hazards in that engine fire bottle squibs were not controlled, handled and discarded properly resulting in detonation which injured an employee.     Among other methods, one feasible and acceptable means to correct this hazard includes but is not limited to the following;  1) Comply with Publication of Federal Explosive Laws and Regulations (ATF P 5400.7) in that only ATF authorized employees listed as "Handlers" shall be permitted to handle explosives.   2) Ensure procedures in  BFTC-OIM-G-0000-F0030 Operational Instruction Manual on Explosive Inventory and Control are followed so that squibs are properly safeguarded, tagged for identification and handled.
