29 CFR  1910.212(a)(1):Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices, electronic safety devices, etc.:  On or about June 1, 2022,  at a workplace located at 842 South 26th Street, Manitowoc, WI in the shear department; the unused portion of the saw blade on the Ellis 1800 horizontal band saw was not guarded by the adjustable blade guard when an employee was cutting 1 inch stock. The existing guard was not adjusted properly to the stock in the vice nor were both sides of the unused blade covered by the adjustable guard.

29 CFR  1910.212(a)(3)(ii): The point of operation of machines whose operation exposes an employee to injury, shall be guarded. The guarding device shall be in conformity with any appropriate standards therefor, or, in the absence of applicable specific standards, shall be so designed and constructed as to prevent the operator from having any part of his body in the danger zone during the operating cycle:  On or about June 1, 2022, at a workplace located at 842 South 26th Street, Manitowoc, WI in the folding department; the point of operation on the RAS TURBObend plus folding center was not guarded to prevent employee exposure to a potential pinch point and/or struck-by hazard during machine operation. The top beam created a pinch point hazard with the downward motion to clamp the material and the upper beam created a struck-by hazard as it swung on the pivot axis.

29 CFR  1910.213(c)(1): Each circular hand-fed ripsaw shall be guarded by a hood which shall completely enclose that portion of the saw above the table and that portion of the saw above the material being cut. The hood and mounting shall be arranged so that the hood will automatically adjust itself to the thickness of and remain in contact with the material being cut but it shall not offer any considerable resistance to insertion of material to saw or to passage of the material being sawed. The hood shall be made of adequate strength to resist blows and strains incidental to reasonable operation, adjusting, and handling, and shall be so designed as to protect the operator from flying splinters and broken saw teeth. It shall be made of material that is soft enough so that it will be unlikely to cause tooth breakage. The hood shall be so mounted as to insure that its operation will be positive, reliable, and in true alignment with the saw; and the mounting shall be adequate in strength to resist any reasonable side thrust or other force tending to throw it out of line:  On or about May 17, 2022 at a workplace located at 842 South 26th Street, Manitowoc, WI in the TOPS Department; the adjustable saw blade guard installed on the Steton 400 3200 table saw did not fully enclose the saw blade and potentially exposed employee to a rotating blade hazard. The rear of the saw blade was not covered by the plastic guard.

29 CFR  1910.213(c)(2): Each hand-fed circular ripsaw shall be furnished with a spreader to prevent material from squeezing the saw or being thrown back on the operator. The spreader shall be made of hard tempered steel, or its equivalent, and shall be thinner than the saw kerf. It shall be of sufficient width to provide adequate stiffness or rigidity to resist any reasonable side thrust or blow tending to bend or throw it out of position. The spreader shall be attached so that it will remain in true alignment with the saw even when either the saw or table is tilted. The provision of a spreader in connection with grooving, dadoing, or rabbeting is not required. On the completion of such operations, the spreader shall be immediately replaced:   On or about May 17, 2022, at a workplace located at 842 South 26th Street, Manitowoc, WI in the TOPS Department; the Steton 400 3200 panel saw blade housing was not equipped with a spreader bar to prevent binding and/or kickback of sheet material and exposed an employee to the rotating blade hazard.
