29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface were not used and cross bracing was permitted to be used as a means of access: a) Job site, 461 Clairton Boulevard, Pleasant Hills, PA: On or about June 1, 2022, during stucco/IEFS related work activities, the employer did not ensure that a safe means of getting onto and off of a scaffold, at a height of at least approximately 12 feet, was provided in that no ladders, stairs or other similar equipment was provided and an employee was allowed to freely climb up/down the scaffold on it's various components to include cross bracing.
