29 CFR 1910.28(b)(11)(ii): The employer must ensure: Each flight of stairs having at least 3 treads and at least 4 risers is equipped with stair rail systems and handrails as follows: Stair width Enclosed One open side Two open sides Less than 44 inches (1.1 m). At least one handrail. One stair rail system with handrail on open side. One stair rail system each open side. a) On June 14, 2022, employees were exposed to a fall hazard in that the stairway leading into the basement was unprotected by a stair rail system on the left side of the stairs.

29 CFR 1910.28(c): The employer must protect employees from falling objects by implementing one or more of the following: (1) Erecting toeboards, screens, or guardrail systems to prevent objects from falling to a lower level; a) On June 14, 2022, employees were exposed to falling objects while using the basement stairs in that there was no toeboard or screen beneath the newly installed guardrail system to prevent objects from falling.
