29 CFR  1910.119(j)(4)(ii): Inspection and testing procedures did not follow recognized and generally accepted good engineering practices.  a) Plant, Blast Freezer System 1; on or about June 16, 2022 and at times prior to, the employer failed to document compliance with recognized and generally accepted good engineering practices in its inspection and testing procedures, in that  the employer did not ensure  an inspection, testing, and maintenance program  for process valves such as the gas-powered suction stop valve was implemented and documented as specified in ANSI/IIAR 6-2019  Standard for Inspection, Testing, and Maintenance of Closed-Circuit Ammonia Refrigeration Systems, Section 5.1, ITM Program Requirements, to protect employees from ammonia hazards.   b) Plant, Blast Freezer System 1; on or about June 16, 2022 and at times prior to, the employer failed to document compliance with recognized and generally accepted good engineering practices in its inspection and testing procedures, in that  the employer did not document inspections, testing, and maintenance for process valves such as the gas-powered suction stop valve, and did not document any identifying information for the valve, as specified in ANSI/IIAR 6-2019  Standard for Inspection, Testing, and Maintenance of Closed-Circuit Ammonia Refrigeration Systems, Section 11.1.6 Ammonia Refrigeration Valves, to protect employees from ammonia hazards.
